I dashur Z. President,
Ne, të nënshkruarit, bëjmë këtë peticion për Presidentin e Shteteve të Bashkuara Donald Trump, Zv. Presidentin e Shteteve të Bashkuara Mike Spence dhe Sekretarin e Shtetit të Shteteve të Bashkuara Z.Mike Pompeo, për të sjellë në vëmendjen e tyre sjelljen dhe mungesën e të kuptuarit e politikës shqiptare nga zyrtari i Departamentit të Shtetit, Z. Mathew Palmer; sjellja e tij në dukje jo shumë e kujdesshme në kundërshtim të sovranitetit të Shqipërisë, një vend aleat i NATO-s, dhe mosrespektimi i tij i plotë i Kushtetutës shqiptare.
Shqipëria ka qenë në prag të trazirave. Për të shpërndarë situatën, Presidenti shqiptar, Shkëlqesia e Tij Ilir Meta, ndërmori një hap të guximshëm dhe dekretoi shtyrjen e zgjedhjeve bashkiake. Sipas Kushtetutës shqiptare, të ngritur në 1998 me mbështetjen entuziaste të Ambasadës Amerikane në Tiranë, Dekreti i Presidentit, në situata të tilla, mund të refuzohet vetëm nga Gjykata Kushtetuese Shqiptare. Asnjë institucion tjetër kombëtar ose ndërkombëtar nuk ka juridiksion ose autoritet ta shkelë ose ta refuzojë atë.
Është shumë keqardhje që Z. Palmer, duke injoruar Kushtetutën e Shqipërisë, mori lirinë për të hedhur poshtë dekretin e Presidencës dhe për të mbështetur zgjedhjet në ditën kur u anulua me ligj, duke emëruar kështu jo zyrtarisht veten “Guvernator” të Shqipërisë, dhe e vendosi veten lart presidentit. Për më tepër, ai vazhdoi të këshillojë opozitën që të kundërshtojë më pas zgjedhjet në Gjykatën Kushtetuese, një institucion aktualisht joekzistent pasi është shfuqizuar dy vjet më parë. Ne besojmë se një diplomat i nivelit të lartë duhet të sillet me më shumë profesionalizëm dhe sofistikim, në mënyrë që të mos u japë mundësi fuqive kundërshtare të akuzojnë SHBA-në se janë një fuqi që shpërfill sovranitetin e aleatëve të saj. Kjo na çon në pyetjen e rëndësishme se pse Shqipërisë i mungon një Gjykatë Kushtetuese për më shumë se dy vjet?
Kryeministri shqiptar, Z. Rama drejton një nga regjimet më jodemokratike të epokës post-komuniste në Shqipëri – dhe ka minuar dhe abuzuar institucionet dhe procedurat demokratike në çdo hap. Nën pretekstin e reformës në drejtësi, zoti Rama ka shkatërruar sistemin e kontrollit dhe ekuilibrit duke shfuqizuar Gjykatat Kushtetuese dhe Supreme. Ai kishte mbështetjen e plotë nga Ambasada e SHBA në Tiranë, madje foli edhe në emër të Qeverisë së SHBA, ndërsa ishte duke shkatërruar Rendin Kushtetues të Shqipërisë. Judgment Watch ka zbuluar dhe ka dokumentet dhe faktet sesi ish ambasadori amerikan z. Donald Lu, shpërdoroi mbi 9 milion dollarë të parave të taksapaguesit amerikan duke i transferuar ato në organizatat shqiptare të sponsorizuara nga Soros për të mbështetur zotin Rama. Shqipëria është bërë vendi i parë në Evropë, që nga rënia e Murit të Berlinit, ku një parti e vetme kontrollon 100% të pushtetit qendror dhe lokal. Z. Rama tashmë ka fuqi absolute dhe partia e tij ka kapur të gjitha fuqitë.
Presidenti i Republikës është i përjashtuar dhe dekretet dhe roli i tij kushtetues nuk merren parasysh. Opozita është e detyruar të dalë jashtë sistemit. Shqipëria është një paralajmërim për atë që mund të ndodhë kur, në emër të stabilitetit, shoqëritë perëndimore tolerojnë korrupsionin dhe kapjen e të gjitha institucioneve nga një parti e madhe politike që kështu lejohet të qeverisë pa kontroll. Duke marre parasysh arsyet e mësipërme, besojmë, se Qeveria Amerikane duhet të hetojë sjelljen e diplomatëve të saj në Shqipëri. Dear Mr. President,
We, the undersigned, do hereby petition the President of the United States Donald Trump, the Vice President of the United States Mike Spence, and the Secretary of State of the United States Mike Pompeo, to bring to their attention the conduct and the lack of understanding of Albanian politics by the State Department official, Mr. Mathew Palmer; his seemingly not very careful conduct in violation of the sovereignty of Albania, an ally country of NATO, and his complete disregard for the Albanian Constitution. Albania has been on the brink of the turmoil. To diffuse the situation, Albanian President, His Excellency Ilir Meta, took a bold step and decreed the postponement of the municipal elections. According to the Albanian Constitution, set up in 1998 with enthusiastic support of American Embassy in Tirana, the President’s Decree, in such situations, can only be rejected by the Albanian Constitutional Court. No other national or international institution has the jurisdiction or authority to violate or reject it. It is highly regretful, that Mr. Palmer, ignoring the Albanian Constitution, took the liberty to reject the Presidential decree and to support the election on the day it was legally cancelled, thus unofficially appointing himself “Governor” of Albania, and place himself above the President. He furthermore went on to advise the opposition to then challenge the elections in the Constitutional Court, an institution presently nonexistent since it has been abolished two years ago. We believe that a high-level diplomat should conduct himself with more professionalism and sophistication so as to not give opportunity to rival adversary powers to accuse the USA of being a power which disregards the sovereignty of its allies. This bring us to the important question of why has Albania been lacking a Constitutional Court for well over two years?
The state of Democracy in Albania
In Albania, the Deep State has fully seized the power, with support of Soros and his tentacles in the State Department and the USA Embassy in Tirana. The Albanian Prime Minister Mr. Rama is the head of the Deep State. Soros successfully experimented in Albania on how to succumb the State Institutions to the Deep State and organised crime. The success of these experiments might encourage him to do the same in USA. As a victim of the Deep State in USA and under its harshest and unlawful attack since when you revealed your intention of running for the highest office on Earth, You Mr. President understand better than other human being what it means to be under the threat of a Deep State.
Albanian Prime Minister, Mr. Rama runs one of the most undemocratic regimes of the post-communist era in Albania – and has undermined and abused democratic institutions and procedures at every turn. Under the pretext of judicial reform, Mr. Rama has destroyed the check and balance system by abolishing the Constitutional and Supreme Courts. He had the full support form the USA Embassy in Tirana, and even spoke in the name of USA Government, while he was destroying the Constitutional Order of Albania. Judicial Watch has uncovered and has the documents and facts how former American Ambassador Mr. Donald Lu, misused over $9 million of American taxpayer’s money transferring them to Albanian organisations sponsored by Soros in order to support Mr. Rama. Albania has become the first country in Europe, since the fall of the Berlin Wall, where a single party controls 100% of the central and local power. Mr. Rama already has absolute power and his party has seized all powers. The President of the Republic is excluded and his decrees and constitutional role are ignored. The opposition is forced to get outside the system. Albania is a warning about what could happen when, in the name of stability, Western societies tolerate corruption and the seizure of all institutions by a major political party that is thus allowed to govern without control. It is for the above reasons, we believe, that the American Government should investigate its Diplomats conduct in Albania.
