-Z. Ambasador, duket se PD është e vendosur të ndryshojë përbërjen e KQZ-së. Cilat janë pasojat e një veprimi të tillë?
Mendoj se rreth një javë më parë, ambasada e SHBA nxori një deklaratë mbi situatën, por duke pasur parasysh vëmendjen dhe fokusin gjatë kësaj periudhe në procesin e zgjedhjeve, mendoj se është me rendësi të jemi shumë të qartë mbi pozicionin e SHBA, ndaj e vlerësoj këtë mundësi.
KQZ-ja ka përgjegjësinë parësore për të zhvilluar zgjedhjet e 23 qershorit. KQZ është ngritur dhe mandatuar siç duhet dhe ligjërisht. Ai është institucioni përgjegjës për zhvillimin e zgjedhjeve dhe, si i tillë, është me rëndësi që pavarësia e këtij institucioni të respektohet. KQZ duhet të jetë e lirë nga çfarëdo ndërhyrjeje nga ndonjë individ, nga ndonjë institucion, dhe këtu përfshihet edhe Kuvendi i Shqipërisë. Nuk ka diskutim që kur LSI vendosi të tërhiqej nga koalicioni qeverisës dhe të hynte në koalicion me Partinë Socialiste, kjo solli rrethana të ndryshuara, përfshirë edhe në 89 KZAZ-të. Kur flas për rrethana të ndryshuara, kam parasysh pikërisht këto, rrethanat e ndryshuara. Por, pozicioni i SHBA është që KQZ, siç është e ndërtuar aktualisht, ka jo vetëm kapacitetin, por edhe përgjegjësinë për të trajtuar çështjet që lindin nga administrimi i zgjedhjeve. Dhe kjo sigurisht përfshin, edhe pse nuk kufizohet vetëm në përbërjen e 89 KZAZ-ve. Me fjalë të tjera, struktura ekziston, e rëndësishmja është të lejohet KQZ-ja që të kryejë punën e saj. Është e qartë që do ketë diskutime, negociata, por ky është thelbi i çfarëdo shoqërie demokratike – marrja dhe dhënia politike; ndodh në çdo demokraci funksionale dhe që demokracia shqiptare të ketë sukses, ka nevojë që kjo të ndodhë edhe këtu.
Pika e fundit që do ngrija dhe mund të kemi kohë për një ose dy pyetje, është që sëbashku me partnerët tanë ndërkombëtarë, ajo që kemi theksuar në mënyrë konsekuente dhe të përsëritur është apeli për të gjithë personalitetet, për të gjitha institucionet, për njerëzit në qeveri, për njerëzit në opozitë, të veprojnë në mënyra që rrisin besimin e njerëzve, besim jo tek rezultati, por tek procesi, në mënyrën se si zhvillohen zgjedhjet. Pra, është një thirrje shumë e thjeshtë dhe bazike që e kemi bërë dhe, ndryshimi i rregullave në mes të lojës, në mes të procesit, është pikërisht mënyra e gabuar për të frymëzuar besimin për të cilin flasim.
-Z. Ambasador, a është e drejtë të thuhet që PD-ja ka kapërcyer vijën e kuqe duke ndryshuar rregullat e lojës, siç sapo e thatë? Dhe ky ndryshim, a do t’i dëmtojë zgjedhjet e ardhshme, si e shikoni këtë zhvillim?
Nuk e kanë bërë ende, apo jo?
-Do përpiqen ta bëjnë.
Nuk mendoj se ka njeri që do të donte një vendim apo veprim që do ta vendoste Shqipërinë në rrugën e përplasjes me SHBA dhe komunitetin ndërkombëtar; sepse synimi këtu, objektivi janë zgjedhje të lira dhe të ndershme. E gjitha ka të bëjë me procesin, nuk ka të bëjë me rezultatin. Ju faleminderit.

“Damage of the next elections would put Albania in the road of collision with the U.S.”
Question: Mr. Ambassador, since the DP is determined to change the composition of the CEC, what are the consequences of such action?
Ambassador Arvizu: Thank you for covering this event. ADRF is doing great work – I know what the lead news item is going to be tonight, but I hope you’ll find time to put it in your newscast. I think it was a little over a week ago that the U.S. Embassy issued a statement about the situation, but given all of the attention and the focus this period in the election process I think it is important to be very clear about what the U.S. position is so I appreciate this opportunity. The CEC has the primary responsibility for conducting the elections on June 23rd. The CEC was properly and legally constituted and mandated. It is the institution responsible for the conduct of the elections, and as such, it is important for the independence of this institution to be respected. The CEC should be free from interference by any individual, by any institution, and that includes the Parliament of Albania. Now, without question, when the LSI decided to withdraw from the ruling coalition and join into coalition with the Socialist Party, it created changed circumstances, including at the 89 CEAZs. When I talk about changed circumstances, it means precisely that, changed circumstances. But the position of the U.S. is that the CEC, as currently constituted, has not only the capacity, but also the responsibility to address the issues that arise from the administration of the elections. And, this certainly includes but is not limited to, the composition of the 89 CEAZs. In other words, the structure exists, the important thing is to let the CEC do its job. Obviously, it is going to take some discussions, some negotiations, but that is the essence of any democratic society – political give and take; it happens in any functioning democracy and for Albanian democracy to succeed, it needs to happen here. The final point I’ll make and we may have time for one or two questions, is that we have consistently and repeatedly, together with our international partners, the point that we have stressed all along, is an appeal to all personalities, to all the institutions, to the people in government, to the people in opposition, to act in ways that raise people’s confidence, confidence not in the outcome, but in the process, in how the elections are conducted. So, that is a very simple basic appeal that we’ve made and changing the rules in the middle of the game, in the middle of the process is precisely the wrong way to inspire the confidence that we are talking about.
Question: Mr. Ambassador, is it fair to say that the DP has crossed the red line by changing the rules of the game as you mentioned right now? And this change, will it damage the upcoming election, how do you see this development?
Ambassador Arvizu: They haven’t done it yet, have they?
Question: They will try to do that.
Ambassador Arvizu: I don’t think anyone wants a decision or action that is going to put Albania on a collision course with the U.S. and the international community; because the goal here, the objective is a free and fair elections. It is all about the process, it is not about the outcome. Thank you very much.
